English Local Authorities Intend to Dispose of Community Hubs and Sports Centres to Manage Finances

Based on a latest survey of local authorities, English councils are planning to offload community centers, sports centres, and shopping arcades as they bet on a rapid disposal of assets to balance the books.

Increasing Financial Pressures Prompt Asset Sales

A coalition of councils for major urban areas in the UK reported that six out of ten of councils are planning to sell assets to cover the escalating costs of social services for vulnerable individuals.

Councils have in the past come under fire for disposing of public land and land to support their budgets, but they contend they must proceed to generate essential revenue from property disposals or face insolvency.

This coalition said that a significant number of authorities attempting to generate funds from a quick sale of holdings marked “a clear change from 2024, when the largest share (60%) of municipal officials stated they would focus on service redesigns and utilising financial reserves to manage growing financial challenges.”

Specific Examples of Proposed Disposals

Medway Council in Kent said its property management strategy included the sale of a shopping centre in a local town and a social club in Rochester to generate £20m over the next half-decade.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for the authority, will additionally be disposed of under the strategy.

Local Levy Increases and Broader Financial Strains

The survey of councils in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of councils will have to increase local levies next April to address the rising cost of essential services, higher levels of homelessness, and a persistent accommodation deficit.

The authority explained it will proceed with property disposals after steep rises in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but certain measures require time to deliver both improved services and cost efficiency,” said a council leader.

He continued: “There are population challenges which will continue to increase the pressures we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is extremely difficult.”

National Trends and Forecasts

A survey of regional authorities this week further found council budgets being stretched by the growing number of children and adults needing special educational assistance.

A network of councils projected that local shortfalls will reach £4.4bn a year by the end of the decade, as they grapple to cope with increased demand.

Government officials have delayed planned reforms to the Send system until the coming year after a white paper setting out those reforms has been postponed.

Deprivation and Financial Shortfalls

According to the latest indices of deprivation (the Index of Multiple Deprivation) covering English councils, several key cities members were included in the most disadvantaged in the country.

  • “Member cities like several major towns rank in the top 30 across the country under the latest deprivation indices,” noted the study.

“While only a single urban area is in the ten most deprived for disadvantaged communities nationally, urban areas are much more prone to be in the worst-off 20% of England. The data underscores the scale of challenges facing local leaders across key cities in the next twelve months,” the analysis concluded.

“Council officials have been explicit about the need for a equitable and lasting funding system that accounts for and addresses the real levels of deprivation and need,” stated a council leader.

“Without this, councils will persist to face difficult decisions around which vital provisions to fund, and which to cut, to the disadvantage of their residents.”

A fifth of councils have reduced or weakened social care provision in the past 12 months, the survey found.
